Dr Carlos F. Salinas, a Chilean dentist and physician, is one of the leading Latin American researchers working in the United States. Now, his extensive work with children with disabilities―he has worked for 30 years at the College of Dental Medicine of the Medical University of South Carolina (MUSCA)―has been recognised with a prize that bears his name.

Salinas is currently Director of the Division of Craniofacial Genetics, Department of Pediatric Dentistry and Orthodontics at MUSCA. The South Carolina Oral Health Coalition for Children with Special Health Care Needs has awarded Salinas for his "extraordinary commitment to children with special needs," and has been endorsed as well by the South Carolina Dental Association.

Salinas is an expert on craniofacial genetics and on patients with special health care needs. Since 1999, he has organised a yearly continuing education course on the subject and has trained more than 2,000 dentists, hygienists, and assistants.
